their carers are most vulnerable and most often experience abuse

- Abuse can and does occur, even in the best of organisations and

of failure is required to efficiently and effectively protect those
from abuse

- Medication is not required for affect and control of challenging
behaviour

- Positive alternatives to the use of punishment are more effective

- Punishment systems should not be used
